   Citizenship education was portrayed in the 1997 White Paper ‘Excellence in Schools’ as a necessary preparation for adult life. An Advisory Group on Citizenship was chaired by Sir Bernard Crick, its brief being ‘to provide advice on effective education for citizenship in schools – to include the nature and practices of participation in democracy; the duties, responsibilities and rights of individuals as citizens; and the value to individuals and society of community activity’.
   The Group discerned three elements of citizenship education: social and moral responsibility; community involvement; and political literacy. Following the publication of the Crick Report, ‘Curriculum 2000’ made provision for the introduction of Citizenship lessons in primary schools from September 2000 and in secondary schools – as a compulsory subject – from September 2002.
